Job description
Background:
IRC has traditionally focused on conflict, rather than 'natural' disasters, as the primary driver of displacement. Consequently, the agency has not systematically addressed Disaster Risk Reduction (DRR) until now. However, given the changing world in which IRC operates and the multiplicity of challenges that its beneficiaries face, IRC recognizes DRR’s importance and the need for the agency to begin incorporating it into programming.
The IRC’s DRR Working Group formed in December 2009 and is tasked with institutionalizing DRR capacity at the IRC. Currently the DRR Working Group is undertaking a broad baseline assessment of IRC country programs’ current/proposed DRR activities as well a comprehensive revision of IRC’s guiding DRR document, Disaster Risk Reduction: Theory and Practice. These activities will introduce IRC management and staff to key DRR concepts and theories and provide guidance about how to practically apply and integrate DRR principles into existing and future IRC programs.
Scope of Work:
IRC is in the final stages of completing a guidance document titled DRR: Theory and Practice. The purpose of the document is to introduce IRC management and staff to the key concepts and components of DRR, its relevance to IRC and how to practically apply and integrate its principles into existing and future IRC programs. IRC plans to develop self-guided learning modules to complement the rollout of IRC’s DRR document and support staff learning. The consultant will be responsible for finalizing the DRR Theory and Practice document and developing the learning modules. The consultant will also support the rollout of the completed training package.
Outputs:
* Review and revise IRC DRR Theory and Practice as necessary;
* Develop self-guided and/or facilitator learning modules (in order to enhance the document’s utility while ensuring the document’s ‘staff-friendliness’);
* Conduct DRR-related workshop/brownbag event at IRC NY to launch rollout of revised Disaster Risk Reduction: Theory and Practice + learning modules
* Provide guidance and support for IRCs baseline assessment of IRC’s DRR programming.
Requirements:
* Academic understanding and practical experience in DRR related projects (natural disaster and conflict contexts);
* Experience in emergency response and rehabilitation programs;
* Advanced skills in imparting training on DRR and related issues, ToT experience would be useful;
* Advanced competency creating Microsoft PowerPoints and knowledge of Word and Excel;
* Excellent oral and written communication skills;
* Proven organizational and multi-tasking skills and attention to details; and
* Ability to work independently and as a team member in a diverse, fast-paced, multi-cultural environment.
