荷兰学生看中国应急管理工作(7):走进杜桥参观最新实践

Yesterday I visited the emergency operation centre. This centre is situated in the city of Taizhou, more precisely in the town level named Di Qiao.

 

In this centre they have a really advanced software system for the mobilisation of all kinds of officials, repairing instances, fishing boats and company leaders. They can collect all kinds of information with this system. It’s among others used for the detection and visualisation of typhoon routes/paths, the recognition of traffic jams and for the collection of different water levels in rivers. Moreover, actual rainfall data can be collected per area. All this information can be visualised on huge screens in the command and control centre ( centre which import all these data ).

 

Direct behind the command and control centre is a room for the media conference. This room entails a screen with actual information about the disaster. Because of this the media will be informed with live data/images and can broadcast these directly to the public. I think this is really smart, because the media are one of the most important transmitters of crisis information during emergencies.

 

During emergencies they can mobilise several local officials in specific areas. In databases they have the phone numbers of all these officials. Also, they have information stored of different kinds of houses per area (concrete or wood). Due to this, there can be made good estimations of the losses afterwards. This software system also entails information ( phone numbers ) of inhabitants who live in the different areas of their town. In times of crisis they can mobilise officials immediately, who directly can inform these people. Additionally, evacuation routes to shelters can also be obtained.

 

Shortly, they are also working with mobile cars which broadcast live to the command and control centre. With 3G cell phones they make live shots. These data are very use full for the emergency operation centre, because they know the actual situation in the area. Immediate actions can be taken as a result of this system. I also heard that they want to give every village leaders in the future a 3G cell phone, whereby more live videos can be transmitted to the emergency operation centre.

 

If I evaluate this software system, I think it’s a vey useful system in times of emergencies. Important crisis information can be received and transmitted very quickly for the mobilisation of local officials.

 

For the Netherlands this system can also be of importance. Because we are also vulnerable for storms and floods ( sea floods and river floods ), this software system can add additional value to our emergency response systems. Earlier evacuations showed us that we have shortcomings with coordination between several instances. Due to this, officials/responsible persons were not mobilised in time. This system helps in reducing these problems. However, full utilisation of this system will only be obtained if we look carefully again to our decision making structure in times of emergencies.

 

What also attracted my attention was the idea of Xiaoli for the screening of the barcode key when entering a shelter. He is thinking to make databases for all the barcodes of houses situated in vulnerable areas. Behind these barcodes there will be the names of the people living in these corresponding houses. When people enter a shelter, the command and control centre of the emergency office will know that you are in the shelter and away from home. I think this is a very effective controlling measure for detecting if people are away.
